Strong distributed leadership can be operationalized as follows: (1) dense communication networks will be visible, (2) key MMP actors such as the school-based MTL and district-based math teaching specialist (MTS) play central roles in that network, and (3) multiple individuals will report linkages to actors outside of the school. Schools that exhibit these characteristics will demonstrate stronger student achievement results in mathematics.
A further premise is that as schools become more deeply involved with the MMP and its work that they will move along a continuum from low to high distributed leadership.
