"We will illustrate how our initial observations of the FOCUS partnership in particular have caused us to re-examine our definition of partnership in general. Specifically, the tenure of the FOCUS partner collaboration appears to be a primary variable in how each element of a partnership definition is interpreted. If then, we are correct in hypothesizing that views on what a partnership is hinges on the relative maturity of that partnership, how do the questions we ask as evaluators differ when we examine a comparatively new versus a more mature partnership?"
